This conference will show how regional partnerships including universities and other higher education institutions can drive smart specialisation. It is the result of two related projects: Higher Education for Smart Specialisation (HESS), managed by the European Commission’s Joint Research Centre in cooperation with DG Education and Culture, and Thinking Smart, an Erasmus+ funded consortium of European HEIs.
An overall vision of the European policy context will be provided by representatives from DG JRC, DG REGIO and DG EAC, together with the presentation of the JRC handbook that illustrates how national and regional authorities can form strategic, mutually beneficial partnerships with HEIs. The conference will give the opportunity to discuss about different HEIs capacities, specific contributions they can make to the design and implementation of S3, incentives that could be put in place and learn from examples from across Europe to inspire and exchange experiences. The event will bring together three European Commission Directorate Generals, national/regional public authorities managing S3, higher education institutions, EU networks representing regions and development agencies, EU university associations and other stakeholders interested in promoting university collaborations for regional growth.
