The Smart Specialisation Strategies Community of Practice (S3 CoP) 2025–2028 provides a single, integrated platform supporting EU Member States and regions in the design and implementation of Smart Specialisation Strategies (S3) under Cohesion Policy.

Serving all 27 EU Member States and over 240 regions, the initiative offers guidance, peer learning, analytical support, and capacity-building activities. It delivers policy-ready evidence, fosters interregional cooperation through thematic platforms, and maintains a data-driven Observatory to support informed decision-making. The S3 CoP acts as the European reference hub for Smart Specialisation.

Role of EURADA:

EURADA leads the coordination of the High-Level Expert Group, providing strategic and evidence-based guidance to strengthen the implementation of Smart Specialisation across Europe. Through this role, EURADA supports the identification of key challenges, promotes best practices, and contributes to improved policy coordination across sectors and governance levels.

In addition, EURADA contributes to the Annual S3 Conference and capacity-building activities, mobilising its network of regional development practitioners to reinforce collaboration and knowledge exchange.
