Towards a greener, fairer, digitalised and resilient europe with the “one-in, one-out" approach

In October the European Commission adopted its 2022 Working Programme, which includes 42 new policy initiatives framed within the Commission’s six headline ambitions for 2019-2024. After conducting an in-depth analysis of the proposed policy initiatives, EURADA would like to present the most relevant initiatives for regional development agencies. Hereby, following the Commission’s six priorities, the following have been identified as interesting legislative and non-legislative initiatives.

Under the European Green Deal, the Programme proposes a regulatory framework for the certification of carbon removal, together with a follow-up zero pollution action plan. Digital transformation solutions include the adoption of the European Chips Act and the European Cyber Resilience Act. Moreover, the Programme wants to emphasize the key role played by research and innovation for fair economic growth that benefits all European regions. Precisely, concerning economic initiatives, the Commission will provide fiscal policy guidance for the period ahead and facilitate access to capital for small- and medium-sized enterprises. Following the historic OECD agreement on global tax reform, the Commission will implement the agreement on the re-allocation of taxing rights. Finally, the Programme reinforces its goal to strengthen Europe’s influence in the globe by adopting the Renewed Strategic Partnership with the Outermost Regions.

These initiatives aim at post-Covid reconstruction, the acceleration of the green and digital transitions and at fostering resilience within European society. Furthermore, the Work Programme has introduced a new ‘one-in, one-out’ approach to its initiatives. This innovative feature will minimise administrative burdens for citizens and businesses when achieving EU policy objectives, especially focusing on small- and medium-sized enterprises. The ‘one-in, one-out’ approach complements the Regulatory Fitness and Performance (REFIT) Programme, which identifies and removes red tape and unnecessary costs. In this line, the Commission introduces a revision of the Community Design Regulation aimed at making the framework fit for purpose in the digital age and increasing legal certainty, benefiting small- and medium-sized enterprises – amongst others. In this line, EURADA is a member of Network of SME Envoys (E02666) Expert Group, which ensures the implementation of the SME Strategy.

The Commission has now started discussions with the Parliament and the Council in order to determine the list of common priorities so co-legislators can agree to take prompt action. This Work Programme reassures the impulse towards the green and digital transitions, moving out from the Covid-19 crisis and revitalising the Union.
